Speaking in Hola town, Tana River on Saturday, Mr Wamalwa said the dams upstream had taken in a lot of water ever recorded in history and could begin discharging the water downstream.
The CS was accompanied by CAS Interior Hussein Dado.
"As at this evening (Saturday), the level of water in Masinga Dam has risen in excess of 10.8 meters, the others can take no more and very soon, there be a massive overflow," he said.
Mr Wamalwa noted that Tana River and Garissa counties will be greatly affected.
