Incompetence and manipulation cannot be separated,they are intertwined. Someone who is incompetent in his or her work is easily manipulated,they tend to bow down easily to both internal and external pressure. Some of this people end up becoming stooges,they are only a mouthpiece or a puppet of their masters. A good example is the Kenyan IEBC,this body over the weekend uploaded a data of 2017 election results on their website only to pull it down in two hour's time because of the numerous anomalies that Kenyans were able to easily identified. The big question is; why did the department of ICT released an erroneous data to the public yet they had all the time from 2017 to make sure that their tallying is correct? It shows us that this body has been manipulated overe time because the occupants of that office are incompetent.
