National environmental agency, Nema, on Sunday, cautioned counties against using forest lands to carry out development.
Board Director Sam Nyangeso said already several devolved units have encroached on designated forests and water catchment areas to carry out projects.
The former Kisii Mayor, however, warned that continuous encroachment of such public utility places has already begun to cause damage to the ecosystems.
He spoke of the urgent need by the devolved units to strike a balance between nature and human activities so as to scale down the effects on climate.
"Let them buy land, not arbitrarily fencing off forest lands and begin setting up concrete jungles in the form of development, we are endangering the ecosystem if we encroach every forest and public land because of development," the former Kisii Mayor said.
Nyangeso spoke Sunday during a visit to Keumbu Holiness and Emborogo children's orphanages, in Nyaribari Chache and Nyaribari Masaba respectively, where he donated foodstuffs to help the less fortunate
