Which one should be given more focus, Corona or floods?

With the soaring numbers of those dying of Floods in different regions across the country (in Western regions and along Tana River), more priority should be put on this sector. As of today,13th May 2020,thirty (30) people have died of Corona as compared to over two hundred (200+) people who have lost their lives due to floods.
The government could construct more dams to contain the increasing levels of water which could in turn be used for agriculture during dry seasons or even produce hydroelectricity.By doing so, this issue of floods would have been fully addressed.
In conclusion, both Corona and floods makes us loose our loved ones. Dont you think more priority should be put where more live are lost?
