Why is the government neglecting other departments in the health sector?

The government tends to provide more financial support to help curb the spread of corona virus. It has forgotten that there exists other serious diseases that need to be dealt with such as HIV/AIDS. The release of condoms in the country has reduced hence increased unprotected sex due to inadequacy of condoms. Eventually, there will be increased spread of sexually transmitted diseases. Moreover, family planning is not being taken serious during this pandemic because the pills are not well distributed in our government hospitals hence people will continue giving birth despite if they have enough resources to raise them or not.
